I want to get a rola roof rack, but it wouldn't fit in the garage when it's mounted on my truck. Is there a way to mount the rola rack, with the stock factory bars off?

Not true, I have a rola rack and it sits on the cross bars of the stock rack. You can't flip the bracket to make it lower. Either way they're flipped, it's the same height.
So to answer your question, no, at least not with the stock rack installed.

Armor tech offroad offers rola rack mounts that uses the factory rack channels which will lower the overall height: ATO rola rack mod

How thick is the rack. I think I have 4" total between the top of my current roof rails and the top of the garage. Think I could fit it? I'm hoping
