Here is your crossmember. Should be a hole where the green circle is.

The green circle is around the other mounting hole that your crossmember is missing.

You nailed it this time! Should I drill?
 
Ok, just got off the phone with Roy at Savage and explained the issue. He is now look it for a local to him 5-speed to look at how to remedy this for the future. As for me I will be drilling to make it work.

PS he confirmed for me that there is no way to have the front plates all lined up and the rears lining up with them and to trying to put them in the wrong place.
