You say on the top.....you mean of the threads and not the electrode correct ?
Oil on the electrode would be bad. The picture is fuzzy but it looks like a healthy spark = grey/tan color. Looks like maybe oil is collecting in the spark plug holes(s) from a leaking valve cover gasket ?

Some helpful hints when taking a digital pic.
If you have a portrait mode and a manual mode, turn them both on. Try to take pics using day light. Take pics further away, as digital images can be cropped.
Also, was the condition of the spark plug you're reporting diagnosed right after you took the plug out?
I took some pics of my plugs after they were in a plastic bag. Therefor some of the electrodes have nicks from banging into each other...
