Starting Issues

I have a 1999 4runner SR5 6-cylinder and am having some series issues starting it. Over the past few days my truck was having difficulty starting and it seemed to be linked to a dying battery as I was able to jump it. I bought a new battery but I am still having issues. I know the battery is working because I can turn on lights and everything in the car but when I turn the key to start it, I get one click then nothing. I replaced the starter assuming it was the issue but I still cannot get it to turn over. Any suggestions?

Both of ours (a 96 and 97) take 3 turns until they fire up. It might be a 4runner thing
 
Battery, alternator, starter... Even if your lights are on, alternator might not be charging battery enough to start it. Most parts stores will test the parts for you. Could even be cables or poor connections. Takes a lot of amps to start a vehicle and any fault in the system can cause a problem.

I have never had this on my 3rd Gen and wouldn't ever consider it normal or acceptable.
