Stealerships suck!

The honest truth is that the salesperson probably got overzealous in his possible commision, then when time came to actually get the vehicle ready he ran down to Service and said, "when's the vehicle going to be ready?" To which Service laughed at him because he's an idiot and it's on stop sale.

Had that happen a few times at the old dealership...

In this case, this is definitely a dealership issue. They wasted hubcap 's time by offering the vehicle for sale when they should not have. Checking for open recalls is one of the first things they should have done. He has ever right to be a little pissed at them.

Based on the timeline given from when the OP was making this deal, and the fact that the recall notice went out at about the same time, I'd say its an unfortunate coincidence/case of bad timing more than anything.

It could be, but the recall was announced more than a month ago and he tried to buy it a few days ago. I don't know how dealerships work, but from a customer view point it seems they had plenty of time to get their stuff together.
