steering wheel shake

what can be the cause of this steering wheel shake that i get at 60+ mph. i have brand new bfg all terrain ko just installed. i have had them reballanced twice and still having a problem. i have heard that if you have warped rotars that can cause a steering wheel vibration. anyone have any other ideas of what it could be. i was there when the wheels were balance and the machine zeroed out so im not sure what to do. please help if anyone has any ideas.
