I have a 2014 stock Limited. Is it normal that the gap between the top of tire and wheel well is bigger at the back than the front even on level road? If so why is that? The vehicles that got lifted it seems the gap is the same on all side. I am new to the 4runner - is there a benefit for lifting the vehicle if there is no plan to offroad?

Normal gap.
The difference in wheel opening is styling.

Yes. It is normal for the rear to be slightly taller. This is called rake. Generally, when a truck is lifted, it levels it out at the same time.
Rake is all preference. Looks good level, but when towing you get a reverse rake. With a rake, if you tow, it should ideally level itself out.

It is normal that rear sits higher then the front - Factory Rake
The reason many lifted runners do not have a rake is because they lifted the front more then the rear to "level" the truck. I have after market lift and I kept some rake so if you look/measured my wheels wheels they are not level.
No reason to lift if you are not interested in putting larger tires on
