I want to put a rechargeable flashlight in my 2012 4Runner. It has a low profile fuse box under the steering wheel. I have not been able to find a fuse tapper for that type of fuse and even if I did there would be no room for the wire as the cover is right on top of the fuses. I need 12 volt switched by the ignition switch. I am hooking the charger to a Charge Guard relay so I don't need a lot of power only enough to run the relay. I have read a number of threads but can't figure out how people are doing it. Some say they use a mini fuse tapper but I don't see how it will fit. Any help would be appreciated.

Depending on where you're installing it, just piggyback off of one of the existing 12v outlets.
If this isn't convenient there are other sources to grab switched 12v from, however, I wouldn't recommend using them for the actual power draw. For instance, I'm using a (IIRC) blue w/ red trace wire on the 2B connector of the BCM to trigger the relay for my switched power distribution block under the dash, however power is supplied direct from the battery to the block.

Most people are using the tap that Soneill mentioned.
They also then remove the cover which isn't a big deal.
I have mine removed and just keep the cover in my center console if I need to reference it.

Thanks for the help. I thought about taking the cover off and using a mini tapper but wanted to keep it original as I could. I just read the owners manual for the Chargeguard and it has a mode where it senses AC current when the alternator is running and when it is not it shuts the relay off. I have used these before for the timing feature which lets what ever is hooked to it to stay powered up for a determined length of time but didn't know it had that AC feature. I will see if that will work.

Your other option is how I ran my Phone Charger. I ran it through the firewall and tapped into the fuse panel under the hood. This is constantly on so when I'm camping I can charge my phone while the truck is off and not leave the key in the ignition. Here is where I tapped into:
