Anyway, I think I found my problem. The small heat sink just to the right of the sensor. I taped a piece of shielding in front of it, but the bottom flipped up, so it was sending heat right toward the sensor. Anyway, I taped it down and my themometer is now within 2F at -18F outside.
So it is all good now

I'm no expert, but I can offer persuasive speculation with the best of 'em!
I'm not sure if the ambient temp sensor data is used by the engine/fuel injection computer, but I suspect it is. I know there is an engine (coolant?) temp sensor used in this way. It may vary from model to model or manufacturer, and I haven't seen anything in the repair manuals that would make it clear. Some part of the troubleshooting tree, for example, might tell you if it was used, but the absence of such a reference wouldn't demonstrate that it wasn't. I mostly suspect that an ambient sensor (probably ignored for the first minute of operation) would be useful in adjusting the data from mass airflow sensors and that sort of thing.
I've got a business trip to Texas very early Monday morning, so I probably won't get the chance to look into this much this weekend. But Carina71, it sounds like you already have your situation all figured out.
