Flashing vs solid indicates "in process catalyst damage" for the check engine light when flashing. I am not aware of any regulations dictating the skid control flashing vs. solid. Perhaps someone more versed in firmware engineering for automotive systems would know. I am a VC engineer so I have limited exposure to high speed assembly language systems.

All i know is all that was wrong with my 13 year old 4Runner is the gas cap was not as tight as needed, there was nothing wrong with the Antii-Skid control this was the first time i ever had a "Check Engine Light" and one flashing an Anti-Skid failure.
It was very simple getting it fixed using the Walmart $20 Scanner, told me the code and told me what the code was for, messed with gas cap twisted CW click click click and guess it's now tight, never understood the twist CW click click click and just a easy CCW turn and it's lose again just does not seem right but it had been working for past 13 years.
So much for Toyota's great Engineering.:rofl::eyebrows:
Toyota's Anti-Skid Technology well it's been 13 years since my 08 4Runner was built, and in those 13 years there has been no upgrades to the Emissions or Anti-Skid Software, this is why i read many peoples posts saying the Toytoa Anti-Skid should be turned off, they have had it just kick in and apply braking to a front wheel causing their truck to quickly move into side traffic and almost causing a wreck.
My 10 year old computer running Windows 10 gets upgrades weekly, all my Apple iPhones and Apple iPads have gotten upgrades for 4 years.
If this is the best Toyota can do with their Emmission Technology, i feel anyone driving a Toyota is in trouble and in real danger.
Perhaps my syntax and diction were out of specification. Another investiture to obviate the designated functionality of integrated systems via the typescript format can be located thusly:

I'm not going to touch the first paragraph, I think duffdog has explained thoroughly that the two systems are intertwined and rely on everything functioning within expected perimeters.
The "twist CW click click click" is a torque limiting ratchet system to stop overzealous gorillas from tightening the f*ck out of the gas-cap and getting it stuck on the filler neck. And then potentially breaking the filler neck off of the tank trying to get the over tightened cap off.
Adding that the constant over-tightening and then said owner reefing on the cap to loosen it, will weaken the joint at the tank... causing it to snap off in an accident, dump fuel everywhere and turning a small rear-ender into a giant human BBQ.

5 or 6 years ago, the same lights came on for me. The truck was running fine so I did not get all worked up about it, but I spent 10-15 minutes searching t4r.org just as soon as I got home. I determined the first thing to try was cleaning up the surfaces on the gas cap and filler tube. That worked for about 6 months. The next time the lights came on, I bought a new cap and have not worried since. This site has a wealth of information available and the truck is rock solid. Mine has 151k and is running strong. But if you want to complain about dealers, buy a BMW Z4. I'll commiserate with you then...

You are accusing the dealership of scamming you, but never actually went there... so yeah, it's cool you have a scanner you like. You have no evidence the dealership would scam you though. If you have had bad experiences with one, find a different one maybe?

my Toyota 4th Gen 4Runner when there was a check engine light that out of the blue appeared, they have to includ a flashing antiskid light.
This really has nothing to do with what fired up the check engine light, but if one googles the flashing antilight Toyota and many other online repair imformation for money sites, will tell you that your Toyota is dangerous to keep driving and you should quickly have it towed to your Toyota Dealer, or with the other online sites pay to get help.
All i had was a gas cap not sealed this had nothing to do with the antiskid sensors on my 4Runner.
I grabbed my trusty super costly Walmart $20 Hyper Tough code scanner, plugged it in and it found the fuel evaporator code, i retightened my gas cap and cleared the code, then again checked the system all was OK and check engine light and flashing anitskid light was now off.
If i had gone to my Toyota Dealers Service Dept. they would have checked me in sent me to their waiting room, and about an hour later came and told me i needed a lot of work to make my 4Runner safe to drive, costing a lot of money.
If i told them please make my truck safe again and signed the paper work giving them the Ok to do the work, in around an hour they would tell me it's ready and charge me maybe from $500 to $2000 dollars.
And all they would have done is tighten the gas cap, and cleared the codes.
Go to Walmart and get one of these $20 scanners they are all you really need.
