Trouble removing bumper shell on '07

I found some threads on how to remove bumper, seems pretty straight forward. Even downloaded a diagram someone posted. However I am having trouble getting the shell off. Im sure the actual metal bumper is no problem , looks like just some heavy duty bolts.

I removed I believe 4 pop tabs or whatever they are called on top of shell, and I think 5 bolts on bottom, and 2 screws each side under fender flare. I got the bottom free , but where the top of the shell meets the fender flare right near the head lights, I cannot get that loose. Im not sure if theres another bolt im not seeing or what I need to do.

I need to remove bumper to take to fabricator to measure up for custom bumper.

the sides by the fender once the bolts are removed take a hefty pull away from the fender itself. Its clipped in and it can be tough to pop off the first time.

OK, that's what I was thinking I may need to do, but I didn't want to just pull the heck out of it and mess things up.

Ya its definitely just clipped under the headlamps, because to remove the headlamps the bumper has to be removed first.
