vacuum hose with traces of oil?

I removed a vacuum hose (I think it is) to replace a spark plug and there were traces of oil in it.
Is this normal?
INFO: hose is located above the far back spark plug located on the driver side. V6 4th gen.

Does the Vacuum hose connect to the PCV valve???

no clue. here is a close up of what it connects too. I don't think it is PCV

and the other end it connects to
