99 4runner vibrates when braking between 30 & 40 mph. new brake pads and rotors did not resolve the issue. does not vibrate when accelerating or during normal driving conditions. vibration only occurs while braking and at the speeds mentioned. tie rod ends and wheel bearings seem OK as well. Any idea how to solve this mystery. very annoying.

steering rack bushings loose and or alignment off? but i am sure its still in the brakes.

Was all the corrosion wire brushed off the hub mating surface before the rotors went on?
New rotor braking surfaces cleaned with solvent before use?
Calipers floating ok?
Beyond that, if the rotors got really hot then parked, pad material can unevenly transfer to the rotor and create a better-bite spot on the rotors...least likely on a 4runner unless the calipers are sticking.
