What does the GPS sticker mean?

On my 1998 SR5 4Runner, I have a sticker on my drivers door, and passenger door. It says Garmin GPS Lock, and I've googled it, and looked through the owners manual, and haven't found anything. Anybody know what it is, or what it does?

My guess is the previous owner had a Garmin GPS unit and the stickers is to show the bad guys, my unit is pass code locked so don't break into my truck and steal it because you won't be able to use it.

It isn't an OEM thing. It was either dealer installed (at new) or later (at a used car lot).
