what is this rubber ring thing under my seat behind front passenger

1999 t4r, where the jack lift and tools to remove your tires are located, its right under the seat when u pull out the "sitting platform" , i found this rubber ring/rubber band looking thing, i was wondering what it was. sorry if u guys dont know what im talking about ill post a pic of it later tonite.

That rubber ring is to hold the jack/tool pouch in place there underneath your seat.
I can't remember but it might have a metal hook on it as well.

no metal hook if i remember correctly, i think it even comes out , and u can put it on ur wrist and stuff lol. i always thought it was some kinda replacement part but havn't figured it out yet

Yes it does have a metal hook. At least mine does (99 4Runner)

The odds are the hook hay have come off.
