That may be part of an immobilizer (starter/ignition.)
It looks like a product that used to be installed around here. The dealer would install this device on all the more pricey vehicles that came on the lot. It prevented theft (I'm sure it reduced their insurance premiums too.) The cost on them was dirt cheap. They would then try to sell the device as an extra with the vehicle. If you bought it, you had to plug this little circuit board looking thing into the receptacle in order to start the car. If you didn't buy it, a shunt was installed to bypass it. This was cheaper than the labour to pull the system out again. That's my guess.
I'd go over to the dealer and ask your salesman for sure.

Also you can see that the right side screw isn't even seated. And if they remove it, your left with two screw holes? You would think these guys would have been more conscientious about where to put it!

Wow! Screwed right in the dash. I'm too anal, I never would have been able to sign the papers on that truck. I would throw up in my mouth a little every time I saw it.

As long as I had been looking for a grey TE, I was not about to walk away from one. But truth be told, I did not notice how bad it looked until the 3rd day and I had a chance to look close.
I have a e-mail with the photo sent to the dealer that I bought it from, but they were not the original dealer. My dealer had brought this TE in from another dealer for another customer. But he ended up buying a black one instead.
So they (my dealer) may not know what it is either, I may have to contact the original dealer and ask them. (I know what dealer from the window sticker)
I agree, it looks like crap and I want it gone, but since it is wired in I do not want to just rip it out myself until I find out for sure what it really is.

You should try to get a replacement panel either for free or at cost (assuming it goes bye-bye).

Have you checked to see if there is a company name or model number on the back?

Can you pop the little pannel on the top of it? It does look like the circuit board starter as previously mentioned.

Totally agree. They should definitely replace it for free. Have it done ASAP and don't put if off.

I just got a call from the sales manager at the dealer that I bought the vehicle from, (Elk Grove Toyota) sure enough it turns out to be an anti theft device that was installed at the original dealer (Concord Toyota).
My dealer had not noticed it and they apologized and told me to bring it in anytime the service dept is open and they will remove it. They said they also have a guy that can somehow fill in the screw holes too.
Of course the dealer that I bought it from is 75 miles away from where I live, and I may not be passing through that area soon, but I will eventually get it done.
I am satisfied with this response.
