What would you do? 99' 5 speed

I agree with these guys. Having a modified 4runner is definitely fun but theres always compromise. For your intended purposes, modifications will be a matter of want rather than need. Not necessarily a bad thing, but something to consider.
 
I am going to recommend the set up I have, since you already have the 99 talls. I have the AirLift bags in the rear. They are awesome! I have towed around 1,000-1,500 lbs in our trailer and there was no sag at all with them. When I'm on the trails, I air them down and there is flex for days.

Tires, I would recommend the 235/85/16 size. They look cool and have better grip everywhere except deep mud, sand, and snow. I love my BFG KOs. If you get them, you better hurry because they are being discontinued soon.

I get around 18.0 - 18.9 MPG with mixed driving. And I drive it like I stole it haha.

You guys have convinced me to stay stock for now as far as lift. Going to pick up a set of airbags for the rear and when tires are due plan to pick up some 265/75's.

There is a guy local to me that has an e locked 4.30 third. He wants $400 OBO. Does this sound reasonable? I need to find out if it comes with the actuator. I know some of the 4runners were pre wired in the dash for the rear diff lock. I need to pull it out and see if it has the wiring.

There's another guy here on the forum that has a 4.30 front diff so I should be set there. I need to see what he wants for it.

I know there's not much of a difference in gearing between 4.10 and 4.30's but I haven't seen any e locked 4.10s around here.

Also, this one I found for sale is from a 96-98 truck. From what I've read the wiring plugs are different from pre and post 99 trucks. I need to read the FAQ but I'm assuming this is not a drop in third since mine did not come equipped with the e locker originally?

Correct, you will need to modify your axle housing to accept the elocker third member. I did an elocker swap and used an entire axle to avoid this. Since I didn't want to mess with the front diff either, I waited it out and found a 4.10 elocker. They are rare but out there. I paid $500 for the drum to drum axle and all of the factory wiring, switch and ecu. After selling my old axle, the whole swap cost me $275. Not bad for a factory quality elocker swap!
 
I have a 2000 4runner with the same 5-spd and open 4:10 rear. I installed the 99 talls with Bilsteins and firestone airbags about a year and 15,000 miles ago. I highly recomend the air bags. The combination has been able to get me to most places I've wanted to go, and with no sag when loaded with gear. Considering I'm married to the glamping queen that's saying something.

I too hope to find a locker some day, but since this is my daily I hesitate to take it much further. My truck has a VERY compliant ride, and I consistently average 21-23 mpg. I'm not sure why my fuel consuption is so good!? As far as fuel tank size, if I spend an extra couple of minutes at the pump I can easily get an additional two gallons in the tank, bringing my range to around 350 miles.

All said though, if this wasn't still my daily I'd probably like to add another couple of inches in ground clearance, just in case. Picture was taken at Imogene Pass about two weeks ago.

Nice looking 4Runner! I can believe those mpg numbers. The 5 speed seems to make a big difference in fuel economy
 
Yeah but if you look online, it's not that strange of a swap. Seems pretty common for people that don't want to have to regear the front. Probably cheaper
