What's supposed to light up?

What about the window switches? the only one that lights up is the drivers window.

no they should only light up once you press them.

The lights behind the defroster and "ECT" switches are indeed supposed to be illuminated. Those bulbs are somewhat easy to change and if I remember correctly, require wedge style bulbs. (I converted them to LEDs)
As far as the lights that illuminate the window switches on the door, those require a little more work. They are "boarded" halogen bulbs with a green rubber sleeve over them (like all other green style bulbs in our cars). When I mean boarded, I mean, they aren't in a convenient socket to pull out and replace, you must remove the switch assembly and solder them in place. Now, I am not positive of this but it at least looked that way in my '02... Which is why my lazy ass still has all door lights out but one green window switch

I don't know what year your Runner is, but on my 2001 the Drivers window switch in the master switch and the Pass switch on the Pass side light up.
When you hit the window lock button, the Pass side switch light turns off but the drivers stays lit.
So passengers cant find the switch in the dark and know the windows are locked.
I think almost all new cars have this feature. Lots on new cars have all 4 switches illuminated too. I don't think they explain it in the owners manual either.
Do you want the part numbers for the bulbs from the dealer?
