The Rubber trim between the fender and flare I cleaned with Carpet cleaner and a toothbrush. I tried Iso-heet too with better luck. I found out the longer chemical sat on it the better it cleaned up.
As far as the clear plastic film, I used a heat gun and slowly removed it. My Rubber eraser disc helped too.

That bottom piece is a clear film, like a clear sticker just for protection. It can be peeled off and cleaned

FWIW, removal is easiest if you pour hot (near boiling) water on the film. Look to youtube and Ammo NYC for examples on way more expensive cars

These were still available from dealer in 2020 since I ordered them. The delear was doing other things but would not install them - afraid the removal would mess up the old paint
