Has anyone changed their 4th gen fuel filter? I cannot find one. Is it in the fuel tank? 2003 V8.

Yes, it's part of the in tank fuel pump module. The filter is a replaceable part of this assembly.
I have an extra filter but haven't changed it.
Probably do this at about 100,000 miles. But dropping the tank is not easy to do. Make sure that you're essentially empty if you do this.

The shop manual says there is a access hole in the floor to access the fuel pump. In this case the filter may be able to be changed without dropping the tank.
According to the service manual, that cover is under the carpet under the left side (driver's side) of the rear seat. (That's the main rear seat, not an optional 3rd row seat.) The seat has to come out to get at it.
I'm willing to bet that said cover isn't big enough to service the fuel filter, but I hope I'm wrong. It would be great if someone who has done this could post a reply. It looks to me like the only purpose for that cover is to allow you to disconnect a wiring harness prior to dropping the tank.
I'm kind of surprised that Toyota would put the filter inside the tank - they must not expect you to change it very often. There's no mention of the fuel filter in the maintenance guide - just visual inspections of the lines and the fuel cap gasket every 30K miles.

Most new vehicles do not have external fuel filters. There is very little reason for them. Gas is delivered extremely clean but the main reason is the use of plastic gas tanks. No oxidation. You will never need to replace it. The fuel pump will need replacing before there is any threat of a clogged filter.
