whistling sound from passenger side, w/rain & flooding

Just noticed this issue after I stopped and got gas. Left the gas station and as I drove off I started hearing a whistling sound from the passenger side. Pulled over and checked the tires, and didn't notice anything. Only happens while driving, when I stop the noise stops. And after awhile it did go away. I should preface that we are having high winds rain and flooding here in Hampton Roads.

I will say that driving thru some of these flooded roadways was a little fun.

If it sounds like moving air, it could it be the firewall grommet in the passenger floorboard loose or missing? really hard to say over the net but thats all i can think of. I had that problem but i was getting rain in on that side. I had replaced my antenna and when routing the new cable i mustve kinked the grommet. Little silicone fixed it and no more wind noise or water
