My insurance (State Farm) said if they don't offer me fair market value to contact State Farm and go through mine. Then they will go after his and get the money afterwards.

I already compiled a list of 20 4Runners that are for sale and have sold similar to mine in the $8500-$11000 price range. And I will make it a point to the adjuster that there was not a single spec of rust on this 4Runner frame. I will not go down without a fight! lol
