Done. I posted in "What you did" about this, but since you asked I thought I would add it here. Easy as pie. Just had to cut and swap the airbag wire from the Celica clock spring to the 4r and move my cruise control switch (had to file the new mounting spot with a dremel a little bit to make it fit). It had a small wear spot on top so I added a new leather cover before I put it in. This pic was day 1, I since added a few more stitches to tighten up the cover a bit more. Leather wrap took an hour and a half. Installation and modifications took an hour. Bonus: Sold my old wheel for exactly what I paid for this one.

What a co-incidence.
I found the same Celica wheel on ebay here in the UK, with airbag but no clock spring. I left it with a garage to fit it when the truck was in for a gearbox flush. The garage told me the stock Surf / 4Runner clock spring plugs were incompatible with the airbag on the wheel.
I saw Charlie's (TorqueOfTheD) comment that his Lexus clock spring swapped straight over, so I found a Celica one on aliexpress and that showed up today. But then I also saw what the stock Surf / 4Runner clock spring looks like and they are a different shape in terms of screw fitment.
I was thinking I was screwed and to just offload the wheel, when I wondered if just the plugs could be swapped. Et voila, here's your post. I'll take my Celica clock spring down to them and see if they will just splice the plug to the stock clock spring as you did.
For what it's worth, I believe physically most of the same-era wheels will swap, but it's the clock springs (and their plugs) that dictate whether you can retain the airbag.
Stock clock spring part for Surf/4Runner 3rd gen is 84306-12070 or 84306-35011.
If you search for those on AliExpress.com - Online Shopping for Electronics, Fashion, Home & Garden, Toys & Sports, Automobiles from China. you can get an idea of the shape. 84306-35011 will fit (according to them):

Those should be a straight swap and retain your clock spring as the airbag plugs should match.
The Celica clock spring is 84306-52010 if you just want to order this and then use the new Celica plug on your stock clock spring to allow you the Celica wheel above (1999 MY).

Would love to see it. I just sold my 2016 and bought a 2002 SR5. Generally I like it better but would be cool to have steering wheel functionality on aftermarket stereo.

Going to have to do some wiring but it can be done. I doubt the airbag systems would match though. Not sure what would be involved in that kind of a change. :/
