1990 minor issue help

just wondering if anyone knows how to clean debris out of the slotted vents on the cowl at the bottom of the front windshield and wipers? i was hoping theres an opening somewhere in there so you can wash or use compressed air to get the debris out through the bottom of it. thanks in advance.

"easiest" way is to pull the wiper arms and that body piece (name is escaping me) and vacuum it out, if i remember right there is a drain in the corners but it fills up with said debris and clogs.
