1991 won't start and brake warning lights on when jumped off Electrical issue

I've got a 1991 4Runner that is our farm truck. Recently we noticed a light came on that said the Parking brake was on, but it wasn't. Then the ABS light came on. Now it won't start unless jumped off. Battery is new, and it's not the alternator. It appears to be some kind of short because there is a 7.5 Amp fuse in the box under the hood (that isn't blown) that if we take out and complete the circuit with a wire, the lights turn go away and it will crank.

Anyone have similar issues that can enlighten me on what the best place to start would be?

The best place to start would be telling us specifically which fuse you are talking about.
Also, some details like what engine and what transmission might be helpful.
And if you pull out a fuse and replace it with a jumper wire, that's a sign the fuse is bad.
