I can't find any notes about warning indicators not coming with bases, just notes about a couple of the slots being blocked off and unused. As I said, all of the bulbs in the gauge cluster pull out of their bases.

This is the part from my original quote that OP had posted to replace the #74 bulbs:
74 LED Bulb - 3 SMD LED - Miniature Wedge Base | Super Bright LEDs

It has a "miniature wedge base" -- meaning it fits onto an existing base. So i'm wondering if I would have to buy bases separately for these lights OP listed.

Let me try rephrasing. No, you don't need to buy any bases. All of the bulbs in the gauge cluster pull out of their bases, which means that you can place your new bulbs in the old bases.

Any tips for pulling the #74 bulb out then? Feel like I'm going to break it. Pictured with the replacement bulb OP posted.

Wiggling side to side can help, but there isn't really a trick to it. They have just been together for 20+ years and hate you for breaking them up after so long.

3rd gen 4Runner Cluster turn signals

First just wanted to say your thread on the LED light replacements really helped me out. The diagram and everything made it really easy. Now I got the same bulbs from superbrightled and all of them worked an they look good. Except after I put everything back, the blinkers stopped working. I took everything back off and tried rotating the bulbs and changing them completely with no luck except my outside turn signals all work, the dash signals just won’t anymore. I looked at the fuses and they all looked good, did you have any issues with yours at all? Or does anybody else have any ideas? Appreciate it!
