No, you need 16" factory rims at the least.
How do they compare to stock?

Pretty much anything you would want to know about the subject of the Tundra brake upgrade is covered in this thread: http://www.toyota-4runner.org/3rd-gen-t4rs/94923-hard-find-specs-info-measurements-231mm-13wl-tundra-calipers-rotors.html including a lot opinions on the performance compared to stock. If you're going to do it, my advice would be to find you a decent set of the 16" 5 spoke "star" wheels and go with the 231s. If you're planning to keep your Runner for a while, you certainly won't regret it.
will the 16" fit the 231s? I don't want to grind down the calipers or rims. I've had the runner for 7 years now and it's not going anywhere.

231's will fit with 16's, but you'll have to grind some.
will look into 17".. was thinking about the tundra and sequoia limited 5 spoke.

Not if you get the 16" wheels I mentioned:
You would only have to trim the dust shield.
But I believe you would have to grind split 3 spoke:

I'll look into these rims thanks.. Are the sequoia calipers the same as the tundra? Can I use the sequoia calipers?
no!!!! Do not use washers as a wheel spacer!!!
I don't want to use any washers or spacer. I don't even want to grind the rims or calipers.
Just for future reference, the calipers off the 4runners that came stock from the factory with 15" wheels have basically the same exact caliper as the ones with the 16" wheels except for a small little part where it was machined around the edges. I little grinding on the caliper and the 15s will fit.

If you dont do any towing or off roading what is your main reason wanting to upgrade? Are you needing new pads and rotors right now? You have 2 options.. 4 quality spacers and mabe some extended lug studs or new wheels and tires. Or you can spend the money on a nice set of pads and rotors for your stock setup.
I do need new brakes and rotors. I won't be towing anything but do go hunting with it. So much reading on upgrading to Tundra brakes and rotors didn't even consider looking at a better set up for my stock setup. I'm not going off roading and it's a daily driver.
If i do the tundra upgrade i'll have to buy a new set of rims. If I keep it stock and upgrade to better pads and rotors I'll prob save a little more on cash. Thank smithTR4! upgrading never crossed my mind been reading too much good things about the upgrade.

Because the stock calipers are wimpy, and the stock rotors warp like crazy. I've had 231mm brakes on for a year and a half now, and I don't have the slightest vibration when I hit the brakes. 4Runner stops like a champ too, especially when going down mountains where you're riding the brakes and heating them up the whole time.
