You should just unbolt it, hit the rust with a wire brush and sandpaper then paint with rust reformer or some other similar product. If it rusted the first time, a new one will also rust.

Not any harder than replacing it with a new one, lol.
Not sure how much clearance you have but on my TE bumper it looks like you might be able to reach all of the bolts w/o removing any trim. The SR5/LE rear bumper might require you to remove the cover? Take a peek and see if you can squeeze a socket in there

I am not positive but I think I might have read something in there where they talk about how to remove the factory hitch to replace it for that upgraded one. Maybe if you get stuck you can give it a read for some tips.
The factory hitch has 4 bolts on the backside of the vehicle. You can see the lower two. Even with limited bumpers I was able to reach the top 2 with an open end wrench. It takes a long time to do it but it can be done. The bolts are really long and there is just enough give in the bumper skin to pull and get the bolts out.
