2010 limited TAIL light replacement

I am having a real problem getting this off of my 2010 ltd 4 runner . I removed all the bolts I can see and it is loosened but wont release and dont want to force it.
has anyone done this ?........... or can help other wise?

it is kind of a pain but you just need to pull.

There's probably some gasket sealer on there holding it in. As long as all the nuts are all out it shouldn't be much of a problem, but make sure you didn't skip any. If you're in doubt pull the collision manual from this site and make sure you loosen everything in the diagram.
