Also whether the threads are sticky or silky smooth makes a difference. And if there is rust on them. I think it is a good idea to oil them up first. If not, the torque you actually get is not consistent even with the same setting on the torque wrench.
All torque specs published, as far as I have ever seen and unless otherwise noted are clean and dry. Rusted fasteners are trash if torque specs matter, otherwise a Ziggy guttentight is as accurate as any torque wrench - but you may do whatever makes you happy.
Is there a list somewhere of one-time use fasteners for our 3rd gens? At least on my other rides, the manufacturer noted which bolts and nuts were for one-time use...
This would be a good resource, but I think a good rule of thumb would be any fastener that has a critical dimension to it, head bolts, rod bolts, crank bolts, LBJ bolts, etc should be considered one time use due to stretch and the critical nature of what they hold. I use a torque wrench to tighten my shock bolts and panhard bar because I have a torque wrench available, otherwise I'd not sweat it too much, those fasteners are not relying on material stretch to fasten.
Maybe there's a mnemonic device regarding fasteners and whether you can reuse them (like righty tighty) but if the load is across the fastener it's not as critical as if the load runs the length of the fastener (relying on bolt stretch)
