where is this? and do you think this would support the weight of a vehicle?

The name of the bridge is Vance Creek Bridge.

You cannot get a vehicle up onto it at all, they've gone to pretty good efforts to make sure of that. I don't believe they particularly want people walking on it, as they have tried to make it impassible on foot at times, but there are no signs saying not to.

A few miles away is high steel bridge which you can drive across.

On the bumper, there are two tabs today are unused. I just took the dremel and cut out the center of the valance.

Did you get spot or flood rigids? How did you like the output?

I went with spots, because I'm going to use then on road as well. So far I love them. Getting them angled perfectly has been tricky, but I'm happy.
