I have never had an issue with my 4lo. I probably got lucky and had someone exercise the actuator often; which I continue to do.
1. You were in N with Brake engaged?
If so, then it would appear it is stuck. I have heard success stories of people who will put the parking brake on; in N; have some on the brake and engage 4 lo.
You will hear the electrical noise of the actuator trying to engage. A light rubber mallet, tapping the transfer case where the noise is at can sometimes un stick it.
Try it a bunch. If it is too far seized, it may need to be replaced. If you do get it unstuck. You should exercise it often and a bunch of times to get it lubricated and free.

it is a v8 and in 4hi all the time I didn't listen for a hum since I was hanging over a ledge and on a tree stump LOL
I read about the hammering and i will try that I am planning for the worst.
this is my fault I don't remember when it was in 4lo last and i had it since new
I will cycle it from now on when it is fixed and also I will check it before heading out!
well looking on the bright side I know my rear tires don't rub at full compression

If your in neutral,. your stopped stopped and it's still not engaging you actuator is most likely frozen. Parking brake or not makes no difference. Some have had luck having someone crawl underneath the car and give the actuator housing a knock or two while someone is in the car trying to engage it.
If this still does not work it needs to be replaced.
The Toyota way of doing it is dropping the Transfer Case. Mine was frozen new off the dealer's lot and it was a near $3k repair under warranty. It is a 12 hour job.
The transfer case must be dropped as this is not the more common actuator housing leak.
This is all the information you need.

I brought it by a friend that has the same year I don't know what he did but it works again
I was inside when he grabbed my keys
