99 4runner accelerator sticking

I have a 99 4runner with a 6 cylinder engine. The accelerator has been sticking in idle (and while running) and won't decelerate. I've tried tapping the pedal, greasing the linkage and even putting carb cleaner at the intake but nothing is working. The linkage doesn't appear to be sticking. Some times it is worse than others and some time it runs just fine.

Any suggestions?

Maybe the cavelike needs lube or to be changed? Or maybe adjustment?

depending on where you are from, the throttle cable could be rusty.

what is a "cavelike"?

pull the intake and look inside the throttle body how filthy is it? Does it move freely with the cable disconnected?

Also check the vacuum going to the thingy(forgot the name) on the front of the throttle body--sort of a round thing with a vacuum nipple in the middle(not the IACV). Without good vacuum, you will be stuck at 1100-1300 rpm.
