99 Driver Side View Mirror - Basic Black (CA)

Hey guys,

The driver's side mirror in my 1999 base model has a funny "bounce" in the mirror. It appears to be the mechanism that rotates within the housing, not the glass glued to the mechanism.

It's a basic flat black but it is a power mirror (though not heated of course). Looks like this (note this is the passenger side):
