There's a lot of options, I love my Morimoto LED fogs with the black housings

I put the 2019 pro led fogs on my 17. The part number crossed over to numerous highlanders and tundras. They’re not Offroad only bright but there was a considerable improvement.

Rigid Industries makes a bracket for the stock location to with you can use the D2 dually pods.

There’s also OEM Toyota LED fog lights off the Land Cruiser and Tundra. They are a direct replacement.
