Air (vents) stuck on warm to hot

Hoping someone knows what might be wrong here. My 86' 22re 4runner will only blow warm air out of the vents. When I turn on the fan I do not get any cool air just warm and when I move the lever to the right for heat boy does that puppy pump out some hot air, good for the coming months but not right now. Is there some linkage problem maybe that is stuck and wont let it slide all the way or.....?
Any ideas or help would be greatly appreciated.

There are two cables attached to the slider for temperature control, one selects the temperature in the blower (the passenger one), the other (driver's side) controls a valve to shut off coolant flow to the heater core. Chances are the one on the passenger side is not working.
