mine failed about 2 years ago, i just unplugged it. I do kind of miss the radio but i can get stations that are strong anyways.
You can get the parts from toyota or aftermarket its a plastic strip with teeth on it that you most likely need assuming the motor hasn't gone. Im not 100% if they sell just the belt or the whole assembly together.

Or, for $0 you can just pull the antenna into the raised position and leave it there. It will work just fine (at least mine does.) :shrug:

either replace with a taco whip or do this, don;t both replacing with another motorized one, I've been through 3, 2 due to failure and one to my own stupidity (left it up in a car wash) replaces with a taco whip and can't be happier, or like my buddy down below says just pull the ant up and leave it,

This explains it if the mast has broken and is stuck inside the motor. If you yank out your old mast and it's still in one piece, then you just have to pop the new one in and you're good to go!

Just went thru this on my 98 Limited...old antenna was missing..I bought a new mast and attempted to install it. It would not go.....so I have to pull off all the limited trim on the wheel well....pull the inner fender liner down and remove the motor. A long piece of the old plastic rack was broken off inside.
Pulled it out.....re-installed the motor.....new mast in and all is well.
The hardest part was takin' all that damm trim off and puttin' it back on.

Mine broke about a year ago, when my wife and I were living in Nebraska, so we just pulled it up high enough to be able to get the local FM stations and used an iPod tape adapter on our road trips. Worked pretty well, but as soon as we brought her back to Washington State my wife got if fixed when she was home visiting her parents on the other side of the state.
I did go to our local Toyota dealer in Nebraska inquiring about the antenna and they said that the parts alone would be between $70 and $100, plus another x amount for the actual install...and time out of my weekday, so I put it on the back-burner then.
My father-in-law bought & ordered a brand new motor/antenna from somewhere local to us, in either Portland or Seattle and had his mechanic (who has been working on their cars for nearly 2 decades now) do the install. He charged maybe 30 bucks to do the install (probably a very dicounted price, I'm sure).
Long story short, it worked just slightly pulled up, but hearing the motor run and try to push the antenna up and pull it back down every time we started the car got kinda old, so we just replaced it.

a complete used taco whip assy from a junk yard is about $30 bucks or you can get the taco whip from a dealer for about $50 or get the motorized unit for $80-100 or more.
you don;t have to remove the trim, you simply pop one of the plastic rivets out in the wheel liner and pull the liner back until you can get your hands in there and is connect and remount the new one, it won;t break so just pull on it till you get the room you need, the hardest part of the job is routing the wire behind the glove box and making it look stock or factory, which in it's self is that long part of the job when i finally switched over.
