performance advantages of going to 64-bit very much depend on the entire software stack (kernel, drivers, compilers, apps) being optimized for 64-bit. The ability to address more than 4GB of memory is one clear advantage. But even if the smartphones today don't have 4GB of memory, there are some other performance advantages as well - provided that the entire software stack is optimized for 64-bit processing.
The data paths, register files, caches, etc. are now 64-bit, so more data can be processed per clock than with 32-bit architecture - but the key here is that the compiler (part of the software development kit) must know how to take advantage of the wider data paths and 64-bit resources.
If the compiler is optimized, then the kernel, drivers, and apps (which are compiled with that compiler) will see performance boost. I would expect that integer operations, and especially floating point operations (which often need 64-bit data representation), would be faster.
Data-intensive games in particular will stand to gain the most if they are properly compiled and optimized.
When
Apple said that the iOS kernel, drivers, etc. have been "re-engineered for 64-bit", I suspect that they did a lot of performance tuning that I mentioned above.
In addition, note that
Apple also doubled the sizes of the register files in the A7. This means that more data can be kept in the register files, which can be accessed by the processor's computational units much quicker than the data in memory (or even in caches).
Note also that
Apple mentioned "modern instruction set". I suspect that this means that
the 64-bit instructions are optimized with the underlying 64-bit hardware. This is different from the Intel world where the performance of the existing x86-64 architecture is severely hindered by the old legacy stuff."

Now, for your second comment. Android is inefficient since software and hardware are not optimized together because you have so many manufacturers making Android. Android is horsepower-driven. It needs HP to run smoothly. Of course, HP comes at a cost (battery life). Thus, Android handsets need big batteries.
Did you ever wonder why Safari on Apple runs so smoothly and fast despite having a single-core processor...while Android Chrome needs dual cores to run almost as smoothly? Look it up.
Why do you think Windows phone is so darn smooth and quick despite being a lowly single core?
Despite Project Butter, Android still is power hungry to make it work well. This is FACT. Look it up before commenting please.
If you think that more cores is better, then you must think that Samsung GS4 with Exynos 5 OCTA to be supreme, right? It has EIGHT cores (dual quad cores to be exact). Yes, 8 cores. Fast? Not really. It is actually equal to Qualcomm's 2nd rate chip (S600), which is a quad-core. S800 is also a quad core and kills Exynos 5 OCTA in just about everything from CPU to GPU.
Apple A7? I don't know what it has. My guess is that it is dual core CPU with quad core GPU running at 1.7-2.0 GHz. All guesses. The beauty? It will likely do very well in battery life. And being a phone, it should run just fine.
In fact, i would venture to guess that A7 will kill Exynos 5 OCTA very easily...and probably beat Qualcomm S800 monster.

Remember, these early benchmarks (GPU) don't take into account OpenGL ES 3.0 support nor 64-bit processing.
HTC One uses S600.
Galaxy S4 uses S600 or Exynos 5 OCTA.
LG G2 uses S800.
