Was wondering everyones opinion on this...I have a 2013 Trail with KDSS and I'm starting to look at lifts, When I had my FJ I had a Old Man Emu 3 inch medium kit that I was very happy with...Im not a hardcore wheeler and the 4runner is my daily driver...I can't seem to find an Old Man Emu lift for the 4runner.....with that said, What is your opinion of the best 3 inch lift under a 1000.00? And yes I've searched and searched and searched!

"best" under $1k is tough. at 3" you should really consider aftermarket UCAs, which will drive up the price. when the OME suspension for the 5G first came out, ARB stated that there was "no need" for new UCAs, but they conspicuously avoided pointed questions about alignment specs. when they finally posted an alignment report it was, in fact, out of spec.
that said, there are guys who've lifted and are still running their factory UCAs. hopefully one will chime in to help you out.
well when I had my 07 FJ I never had to mess with the UCA's, so unless the 4runner is totally different this is all new to me...

Bilstein 5100s with rear springs. If you want the full 3 get a half inch spacer for the front. That should put you right around 700 (400 for shocks, 200 for springs, 100 for spacer).
I was looking the Bilsteins, and it will probably be the route I go, do you know a company that sells the kits? Or do I have to piece it together?

Just to prep you, they are higher than most of the country. I'm sure you know the cost of living expenses in the DC area. But, as others will agree, you get what you pay for.

Absolutely, and vehicle modifications are not somewhere you want to go cheap on. There have been a few posts around about shops installing shocks incorrectly.
and thats why I will probably doing the lift myself, like I did with my FJ, and when that time comes I will most def. be asking for help, maybe hosting a lift party hahaha, I did my FJ on Fort Belvoir, at their self help auto shop which maybe the route I go with the 4runner once I build the confidence that I can do it after researching!

If you did your FJ, you'll have no trouble with the 4R. They are virtually identical. If you had great luck with the OME on your FJ, why not stick with it on the 4R?
I may, Im undecided, money is always an issue and if I can save it anywhere possible without losing quality I'm going to, thats why I'm looking at the bilsteins as well. And it seems like OME price has inflated a few hundred since I had my FJ hahaha
