NorCal TRD OR - I had the same questions as you. I'm not looking for anything more than 1" of front lift. I don't run oversized tires. I just (finally) pulled the trigger on the Bilstein TRD Pro suspension kit, PTR13-35140. Won't know if there is still units available till tomorrow.
If you read the entire thread, you will see that there are differences with the spring height on the 4Runner TRD suspension kits AND the FJ Cruiser TRD Suspension kits. The FJ Cruiser kits have a taller spring but the spring mounts lower on the strut.
...so no front lift consideration. The difference in 13" 4Runner and 14" FJ Cruiser front springs would be a ride performance consideration.
Unless you change the rear springs, you get zero rear lift, so no rear lift consideration.
As for the struts/shocks in the 4Runner kit and FJ Cruiser kit, I can't imagine the differences being substantial. Others may disagree but consider Bilstein specifies the same Shock/Strut for the 2014 FJ 4WD and 2014 4Runner Trail. See below.
