brake light on, switches/bulbs new

I have a '94 and have replaced the brake pedal switch, e-brake switch is wired shorted as a troubleshooting step, the brake lights are working and I have wired the level sensor on the brake reservoir so that it's shorted from pin to pin of the wiring harness connector, but the brake light is still illuminated on the dash, I didn't see any fuses out, am I missing anything?

It's just the 2 switches you've bypassed.
Only other thing I can see would be some weird short in the cluster or cruise control computer.

the cruise worked fine until the brake light came on, but I believe that works as designed, I think if your brakes fail they don't want your cruise control taking you at a constant speed off down a canyon

I don't really know of anything else left in the circuit, is there any other thing I need to bypass/test as a troubleshooting step?
