broken bulb in foglight housing

the bulb must have hit some moisture because it completely blew out and the bulb shattered into pieces in the foglight housing. i was just wondering if anyone knew how to get into the housing so i could get that glass out. i have a 2006 4runner sr5
any information would be great, thanks!

I would think you have to remove fog light assembly from bumper first to shake the bulb pieces out. I replaced fog light bulbs in past, but never broken one

shop vac with a smaller hose that will fit in the opening taped/attached to the larger vacuum hose..
