Camry Question

My sister has a 99 camry that has a problem. On cold days or sometimes it doesn't hold it's idle when starts for the first time in the morning. You need to hold your foot down on the gas until the engine warms up. No error codes on the computer and the shop cleaned up the linkage but still happens. The plugs and wires have been replaced along with fuel filter also timing belt has been replaced with water pump.

Idle air control valve. Bolts on the bottom of the throttle body. They get gummed upped and act crazy sometimes. You can try removing the t-body and removing the valve and cleaning it. The 4 phillips screws that hold it are tight!! But it'll probably come back after a while.
