What is a good exhaust system on a budget?

Had the system replaced in 2020 by a Muffler shop and it rusted apart already

I don't know of any that last for a reasonable price. You can get stainless mufflers that last a bit longer but the tailpipes do not last much past 3 years, at least in the Northeast. OEM lasts the longest.
 
I agree with Mike - none of the aftermarket will last very long. OEM will last but very pricey. Five years isn't too bad for an aftermarket exhaust, I have been buying cheap ones from Rockauto (i.e. AP/Eastern) and spraying high temp Rustoleum on the welds before installation....helps a little bit.

Walker. I got mine from Rock Auto, been on for several years now, no complaints. When it goes I'll replace with same.

I installed a Walker SS with lifetime warranty on my old 3rd gen T4R a number of years ago purchased through Amazon. It rusted out like the rest of them but it did have the lifetime warranty. Walker has you work through the retailer and will only warranty if you purchase through an "authorized dealer" which I now think means you are limited to bricks and mortar stores which are a lot more expensive. They make it difficult and expensive to warranty a part so it's hardly worth it. After a lot of wailing and gnashing of teeth, somehow I got Amazon to send me a new one but wouldn't try that again.

As I remember, even on Amazon the Walker SS cost quite a premium compared to others but I see on Rockauto that it is the same (or maybe even a little less) than the AP/Eastern. I also see that Rockauto does not call out the lifetime warranty as detailed on the Walker website so I am pretty sure they wouldn't honor it. I don't think the muffler is any better than the AP/Eastern but it is a little cheaper.
 
The pipe at the muffler/tailpipe flange snapped off 2 months ago. I found a dismantler on ebay and bought a factory muffler off a 2018 4runner for my 2007 sport shipped for $285. It looks like new. All the welds are in good shape. Then bought the resonator off rockauto $125 i think it has a lifetime warranty. The oem mufflers last forever especially if its from a southern state like mine from FL. Definitely DIY.

If you cross-reference the part numbers for Walker exhaust you will see the 5th gen mufflers also fit 4th gen 4runners. Probably FJs too. Buying a newer Toyota setup just made sense. I think you can go up to 2020 before its different.
 
Keep an eye on local sale pages like FB marketplace or craigslist. I was able to find 2021 (Any 5th gen is fine) OEM exhaust for like $80. That was everything behind the Y pipe virtually brand new since the other guy had installed something else and wanted it out of his garage.
