factory skidplate bracket location? between hook and eyelet?

quick question.... does the factory skid plate bracket mount between hook and eyelet or against the frame then eyelet, then hook?

The way i have it mounted now (shown in photo) seems to be a 1/2" too low.
I'm wondering if i should remount bracket along frame..

any feed back greatly appreciated..
