Fog Lamp help

Hi all,

One of my fog light bulbs went out. Pulled out the housing to find that the gasket is torn between the fog light housing and the cover that's held on with the three phillips screws. Is there a way to replace this gasket without having to buy new housings? I've looked around online but haven't seem to found a replacement.

Also one of the phillips must've rusted in the light housing as it broke off there. Any tips for drilling it out and extracting?
