Front Wiper Help!

I'm trying to figure out an issue with my front wipers. Searched, but everyone seems to be having rear wiper issues, not front.

2002 Sport Edition

For some reason, my wipers do not work in any of the positions where you click down on the stalk.
-They only work when you pull back on the washer function.
-If you have the stalk in one of the on positions, they do not work when you pull back for the washer function.

Am I looking at an electrical wiring issue, or has the stalk gone bad?

Not going to be of help to you, but I'm interested in what others have to say. I'm having a similar issue with mine.

Here is the Front Wiper EWD for 2002.

As you can see, the washer to wiper circuit uses a different section of the switch, but uses the same power source and same path to ground. You can prove the switch is the issue by first confirming power (with key on) at the gray wire at Pin 17 and ground at the white-black wire at Pin 2.

Then set the Wiper switch to Low and test the Blue-black wire at Pin 7 for 12V+. Then set it to high and test the light-green wire at Pin 8. If the switch is not passing voltage, it is dead. You can then jump Pin 17 to Pin 8 (key ON) and if the wiper works, there is no remaining doubt.
