Yeah its the pump nothing else in the area of the tank that makes a motor whine? Have to say today it didn't do it on a quick 5 minute drive this morning, will check again tonight after a longer drive.
Probably a faulty COR (Circuit Opening Relay). It's certainly not the fault of the pump. Give me a year and I can maybe advise a swap of relays.
If your 4runner is a later model maybe it's the charcoal canister making some noise. It's above the spare tire.

In 1999, the Power relay in the top right corner on the reverse of the fuse panel by driver's knee is the exact same part as the COR-- far right side low down under dash panel p/n 90987-02012). If you pull the COR and the noise keeps going, then it's probably not the pump, but I can't think what else it would be and I've owned a '99 for 17 years.
