Headlight adjustment issue?

So i just installed a pair of DDM HID's last night and everything works great. The only problem is that my passenger side beam is significantly lower than the driver's side.

I know there are adjustment nuts on the OEM housings (lower nut is up/down, upper nut is L/R). Since my issue is vertical I've been trying to use the bottom nut. The gear is turning as if you were using a phillips head in the little slot, but the beam is not moving anywhere. Has anyone else had this issue?

maybe the plastic gear threads have worn?

The gear threads look alright to me. I might just end up pulling the housing off and checking where that long adjustment bolt runs through. It has a bit of rust on it so it might just be time to upgrade to the clear 99-02 housings. Thanks for the input.
 
I had a similar issue. What solved it was to adjust the side angle, moving the light outward significantly. Once I did this, the vertical adjustment worked. Not sure why, as I haven't taken it apart to see how it works.
