I decided to replace the headlights on my 04 Runner due to the lens fogging. I used CV Headlight Cleaner and the results were impressive. The fix lasted about 1 1/2 years before I needed to start using plastic polish on them again.
I decided to just replace the entire things with OEM headlights and be done with it. It was an easy job - even the 'hard bolt' in the wheel well was much easier than I had heard. Just remove a couple bolts from the liner and slip your hands in there. I'm very happy with the results.
One thing I found was that when I removed the radiator seal to start unbolting the headlights, the upper inside brackets on both lights was broken. I was surprised. It probably doesn't make much difference but if you may want to check yours (and if your vehicle is under an extended warranty, maybe get a new set of lights out of the deal - despite that there is a Toyota Fix for the problem). I didn't take a picture but noticed that there was a crack in the housing near the bottom of the assembly at another mounting point. My thought was with the broken upper mount, the lights were flexing too much and it cracked the housing as well.
Also note that if you decide to check yours, buy some of the 90467-08217 clips. No matter how careful you are, you're going to break some. The part number on the Toyota replacement bracket is 81194-35010.
